- Outdoor seating required a separate permission and clear means of escape
- Building management allowed noisy works only overnight

- Built a branch design standard; materials and furniture batch-ordered to cut lead times
- Indoor and outdoor seating applications submitted together to reduce rounds
- Day and night crews kept the schedule intact despite restrictions
